At this stage, a leadership in-progress review (IPR) should be conducted to get approval for the driver tree and a timeline of analytical modeling efforts.  Additionally, challenges can be escalated at this time (e.g. access to appropriate data).  After the IPR there should be an agreement on the P2P goals, timeline, required data, and key milestones organized around future P2P Forums.
