    The mission of the OWA is to aid and support the VCNO in the execution of all performance management and organizational learning responsibilities to increase the Navy's warfighting advantage by setting the conditions for improving individual and organizational problem solving and performance improvement at all echelons while enabling a culture of sustainable success through the systematic implementation of standard processes, seamless integration of innovative solutions and adoption of best practices.

They also involve conducting assessments to evaluate performance and readiness, driving strategic communication to align messaging across all levels, and engaging in Navy Corporate Forums to foster collaboration and address enterprise-wide priorities.
