The mission of the OWA is to aid and support the VCNO in the execution of all performance management and organizational learning responsibilities to increase the Navy's warfighting advantage by setting the conditions for improving individual and organizational problem solving and performance improvement at all echelons while enabling a culture of sustainable success through the systematic implementation of standard processes, seamless integration of innovative solutions and adoption of best practices.
The Office of Warfighting Advantage (OWA), reporting directly to the Vice Chief of Naval Operations (VCNO), was established to provide a standardized approach to problem solving, organizational learning and continuous improvement that is measurable, scalable, repeatable, and sustainable across the Navy
The tasks for OWA include training, coaching, and mentoring personnel to enhance leadership and professional growth, overseeing implementation of key initiatives and processes, and building strong foundations to support organizational objectives. They also involve conducting assessments to evaluate performance and readiness, driving strategic communication to align messaging across all levels, and engaging in Navy Corporate Forums to foster collaboration and address enterprise-wide priorities.
