Mr. James L. Moser currently serves the Vice Chief of Naval Operations as the Director of the Problem Solving and Process Improvement Office. Prior to this assignment, his Senior Executive tours were as Director Fleet Readiness (OPNAV N83), Comptroller of Navy Systems Management Activity (NSMA), and Director of the Civilian Resources & Business Affairs Division (FMB-4).
Previous assignments in ASN(FM&C) include: Deputy Director in the Operations Division, branch head for Aviation and Weapons Procurement; branch head for Military Manpower, Reserves, and Operation and Maintenance, Marine Corps; and staff positions in the Civilian Resources and Business Affairs Division analyzing various Navy Working Capital Fund and Civilian Personnel activities, budgets and operations.
He began his career with the Navy in 1996 as a Financial Management Trainee at the Space and Naval Warfare Systems Command (SPAWAR), in Arlington, Virginia where he completed rotations at Echelon 1, 2 and 3 activities in various financial programs and funding accounts. During this time, he moved to San Diego as part of the Base Realignment and Closure program.
Mr. Moser graduated from the Mount Saint Mary’s College with a Bachelor of Science degree in economics and mathematics and from the Naval Postgraduate School with an executive master’s in business administration degree. He is a recipient of the Superior Civilian Service award and the Meritorious Civilian Service award.
