Kirsten E. Webb

Ms. Kirsten Webb is the Director for Get Real Get Better and Organizational Learning in the Office of Warfighting Advantage under Vice Chief of Naval Operations. Kirsten arrived at OPNAV July 18, 2022. Prior to her arrival, she served as the Chief Operating Officer (COO) at the Naval Postgraduate School (NPS) in Monterey, California, wherein she was responsible for all operating functions of NPS in support of the academic mission. In her capacity as COO, Ms. Webb also served as the liaison with DCNO N7, ASN M&RA and other external stakeholders within and external to OPNAV.

Prior to her role as COO at NPS, she served for eight years as the Chief of Capabilities and Initiatives (SIG) for the Department of Defense Education Activity wherein she was responsible for assessing the agency’s current capability, and planning initiatives to ensure DoDEA’s was postured for the future. Her accomplishments included restructuring the organization, development of the organization’s strategic plan, organizational assessment system, continuous process improvement, organizational learning strategy, and the development of a comprehensive planning system.

Kirsten also served at DoDEA as the Non-DoD Schools Program Manager (NDSP) providing support and funding ($73M) for the education of approximately 3,000 dependents of military and DoD civilian employees assigned in 133 international locations where no DoDEA schools are available.

Prior to her work at DoDEA, Ms. Webb worked for Navy Headquarters as the Navy Education Director. Ms. Webb was recognized by the Commander, Navy Installations Command for her development and implementation of “Connections,” the first Service initiative to bring military and community resources to military impacted schools in a school-based transition facilitation program.

In 2008, under direction of Commander, Navy Region Southwest (CNRSW), Ms. Webb established the Navy School Liaison Program SW encompassing six states, 10 installations, and serving the second largest Navy population. Key contributions included: establishing School Liaison policy and procedures, facilitation of partnerships between Installation Commanders and public-school leaders, establishment of the San Diego Military Education Council, and she served as the military representative on the California Interstate Compact for Military Children’s Education, and as a Junior Achievement Board Member. Ms. Webb was recognized by the Superintendent of San Diego Unified School District and San Diego Mayor for her accomplishments and role in building community capacity to support the education of military children.

Ms. Webb’s previous civilian positions include over a decade of elementary school teaching, faculty professional development, and administrative leadership in four states, and six school districts. As an educator Ms. Webb served on school, district and state improvement teams, and curriculum development teams. She was chosen by Dr. Francis Fennell (Skip), President of the National Council of Teaching Mathematics (NCTM), to participate in an initiative to identify leading practices in inquiry-based mathematics instruction. Ms. Webb presented findings at a National Mathematics Conference at the University of Delaware and was featured in P-K12 Magazine. The highlight of her teaching career included her selection as the Teacher of the Year.

Ms. Webb served six years on active duty in the United States Navy as a Hospital Corpsman. She spent the majority of her time in service at Naval Hospital Portsmouth, and the Naval Special Warfare Center, Little Creek, Virginia running training and education programs.

Ms. Webb is a native of Media, Pennsylvania. She graduated from University of Florida with a BA in Education. She holds a master’s degree in Education Curriculum and Technology, Graduate Certificates in Organizational Change Management, Organizational Development and Leadership and certifications in Lean Six Sigma Process Improvement, and Program Management Professional (PMP). She has been awarded the Office of Secretary of Defense Exceptional Civilian Service Award two times and a Department of Navy Superior Civilian Service Award for her exceptional work and service.
