These FAQs support students registering for OWA training in Navy eLearning, including PSP and T3 course offerings.

Enrollment Guides

Registration instructions are available on the OWA Master Training Calendar Page through the PSP and T3 Enrollment Guides.

Course Status

Navy eLearning may show “Processing Request” after you enroll. Use the Course Status column to monitor your request.

Approval Timeline

Please allow five business days for your request to be approved or denied by an OWA course manager or authorized instructor.

Why is this training hosted in Navy eLearning?

Navy eLearning is the only Navy Learning Management System that can support easy access for civilians, contractors, and military personnel.

Are there registration instructions?

Yes. Please see the PSP and T3 Enrollment Guides on the OWA Master Training Calendar Page.

I’m seeing a “Manager Approval Required” pop-up when I click enroll in Navy eLearning. Is this normal?

Yes, this is normal. Click “Continue.” No further action is required.

How can I see the location and dates of the T3 course I’m registering for?

You can see the location and dates of the course offering by clicking “Details” under the “Time and Location” column.

How can I see who the course instructor for a section is?

You will not be able to see who the course instructor is until after you have been approved. Once approved, the course will show up in the “My Training” section of the “My Learning” tab in Navy eLearning. Clicking on the course title will display all the course information.

Who is the manager who will approve my request?

The manager is not a manager within your organization. It is a role in Navy eLearning with permissions to approve or deny training requests. OWA course managers and some course instructors have this type of Navy eLearning permission and will approve or deny your request.

Will I receive a confirmation email?

No. Navy eLearning does not send an automatic email confirmation for enrollment. Once you have found the course section you want to register for and click “Enroll,” you will see “Processing Request” under the “Course Status” column. No further action on your part is required.

If you are wondering about your enrollment status, check the “Course Status” column. Please allow five business days for your request to be approved or denied.

Train the Trainer Course

T-3 Overview

A five-day course designed to qualify personnel to run the two-day Problem-Solving Practitioner Course through advanced GRGB instruction, PSP curriculum coverage, facilitation practice, and course execution planning.

Prepare to deliver the Problem-Solving Practitioner Course.

This course is designed for personnel who will become qualified to run a two-day Problem-Solving Practitioner Course. The course is five days in length and provides advanced learning of GRGB concepts, in-depth coverage of the PSP curriculum and agenda, facilitation skills, methods for modifying instruction for different audiences, and detailed course logistics and execution of PSP.

Review GRGB concepts and gain in-depth familiarity with the PSP curriculum, agenda, and instructional flow.

Build Facilitation Skill

Practice facilitation techniques and learn how to adjust course delivery for the needs of the audience.

Execute PSP Training

Understand the logistics, preparation requirements, and execution details needed to conduct PSP effectively.

Members supporting improvement efforts across Fleet, Force, and Systems Command organizations.

Instructing and Teaching Commands

  • Apply structured problem-solving tools accurately to execute a practice Rapid Improvement Project (RIP).
  • Collaborate effectively in leadership teams to identify friction points and achieve shared operational goals.
  • Utilize the Warfighting Advantage mindset to foster a safe, high-trust environment for continuous improvement.
Special Instructions

Trainer Certification requires a mandatory Teach-Back PSP Course.

Upon completing the Train the Trainer course, all individuals will be required to attend a mandatory Teach-Back PSP Course to receive their Trainer Certification for Problem Solving Practitioner.

Following the T-3 course, specific details for a scheduled PSP teaching session will be provided by the OWA’s course manager. Participation in this scheduled teach-back session is mandatory to finalize Trainer Certification for PSP.

Certification Reminder: Completion of T-3 alone does not finalize PSP Trainer Certification. The mandatory teach-back session must also be completed.

Course Description

Build stronger leaders, better problem-solvers, and more capable teams.

This two-day in-person training course is designed to reinforce the Chief of Naval Operations’ Navigation Plan for America’s Warfighting Navy. The course focuses on key areas that are crucial for enhancing the Navy’s warfighting capabilities and leadership effectiveness. Participants will gain a comprehensive understanding of Warfighting Advantage (Get Real, Get Better), leadership behaviors, Define, Measure, Analyze, Improve, and Control (DMAIC) methodology, and various problem-solving techniques. Training includes practical exercises to simulate real-world challenges and foster teamwork among leaders.

Target Audience

Designed for leaders who solve operational problems.

This course mentors O4–O5s, GS13/14s, and all Chiefs in the DMAIC (Define, Measure, Analyze, Improve, and Control) toolsets needed to solve complex operational problems. By mastering this analytical rigor, leaders operationalize the Warfighting Advantage—the evolution of the GRGB mindset. This training provides the structured approach necessary to 'embrace the red,' identify systemic friction points, and accelerate combat power from the pier to the Fleet.
